Ivaylo Mirchev a member of the Bulgarian National assembly, stated that it was complete chaos inside the Traffic Police station in Sofia. The employees ran out of thermometer paper on number issuing machines. After searching it for 30 minutes, they can’t find a new role. 

Later, he announced that with the support of Georgi Ivanov Atanasov and Bozhidar Bozhanov, they are launching a series of parliamentary initiatives.

The decision was made after Mirchev visited the Bulgarian Traffic Police office. He reported that a little after 7:30 am, standing in line for a large voucher replacement, there were so many people behind him. 

Mirchev remarked that KAT is an extremely weak organisation with almost zero availability of electronic services. Non-working machines for issuing order numbers. After at least an hour’s wait for elementary services, they didn’t come online. 

Therefore, along with Bozhanov are launching a series of parliamentary initiatives, Ivaylo Mirchev is launching a series of parliamentary initiatives: 

1. Hearing in the National Assembly of the Interior Minister, the head of the Traffic Police and all those responsible for making the digitalisation process happen.

2. Initiating an amendment to the Ordinance on Paid Parking of the Metropolitan Municipal Council in order to eliminate the need to change a car pass when changing addresses within Sofia. Currently, the ordinance needs to comply with the principles of e-government.

3. Public announcement of all our legislative initiatives that are “stumped” in parliamentary committees and demanding an answer from those responsible for why this is booming.

4. Organising a series of meetings with NGOs to maximise enforcement of these processes.

5. Meetings with the administration, which usually hinder the digitalisation process, will be open to the media, citizens and NGOs.

Mirchev stressed that Nothing has changed in the Traffic Police compared to 5, 10, 15 or 20 years ago. The same lack of organisation, chaos, everyone says nothing depends on him, and he is not responsible, and the one responsible was not.

Mirchev stressed that Years ago, he offered COT and his colleagues to develop a software system to optimise their work. But no one showed any interest in it. 

“We have been involved in governing the country for seven months – we have proposed all possible changes to move to rapid electrification. We have received backlash from the Ministry of Interior administration and ten rivers of water about why things can’t happen”, said Mirchev.

He mentioned that their main objective is to make all traffic services electronic in a year so that people do not have to wait in queues, queue at counters and reach an absurd 30 minutes.Â
