The regional governor of a region with an administrative centre, Gabrovo, announced that Employed and unemployed will receive vouchers for training on vocational qualifications, digital and other key competencies.
Employed, jobless and economically inactive people will be able to obtain training vouchers to acquire first, second and third-degree professional qualifications, digital and other key competencies. This is provided by a draft decree of the Council of Ministers, which the government approved.
The document outlines the terms and conditions for issuing training vouchers under the Human Resource Development Program (PRC) 2021 – 2027. , National Recovery and Resilience Plan (NPVU) and the Fair Transition Fund (FSP).
The regulation further develops and upgrades gained experience of voucher training of employed and unemployed on projects funded under the Operational Program on Human Resource Development between 2009-2020.
Activities to acquire basic, intermediate, advanced and highly specialized levels of digital competence will be funded for the first time.
Training vouchers will be provided by the Employment Agency (AZ) to unemployed, inactive and employed people who are representatives of the PRCHR, NPVU and FSP target groups. They will be able to apply for them through the AI platform of AZ.
The voucher will represent a digital document with a unique identification digital code that will allow its individualization and tracking. The Employment Agency will continue to maintain on its e-page a public register of the vouchers provided.
People who receive vouchers will have the right to choose their type and provider of training. The vouchers’ value depends on the course type and duration.
To acquire a first-degree professional qualification, for example, it will be 660 BGN. for the training of not less than 300 classes. For the second degree of professional qualification, the voucher will be worth 1320 BGN. for no less than 660 hours of study, and for the third degree – 1980 BGN. for 960 hours.
The Decree provides for establishing a Unified Certification Center that will certify the digital knowledge and skills gained from the learned. The Centre will perform this function for Human Resources Development and Regional Initiatives to the Minister of Labor and Social Policy.
People who received the vouchers are required to attend the training course regularly as per the established schedule and have a minimum of 80 per cent attendance in the classes. The certification of knowledge and skills acquired will be done through an exam on instructions established by the Minister of Labor and Social Policy.
