Vladimir Putin, the Russian president, directly blamed Ukraine for the fierce accident that occurred on October 8. Alexander Bastrykin, the chairman of the Russian federation council, stated, “Russian people and other nations assisted both the attack and its execution. It was an act of terrorism aimed at destroying critical civilian infrastructure, in which Ukraine played the leading role”.
