Boiko Dimitrov, Municipal Councillor, Metropolitan City Council, Manager DB Soft and Member of the Executive Board, DA Bulgaria, has recently made a declaration on behalf of the group of “Democratic Bulgaria” in the Metropolitan Municipal Council.
He stated that Democratic Bulgaria demanded Metropolitan not to spend more than BGN 1,000,000 on an ineffective project. 4 months ago, the alliance formed by three political parties adopted a decision allowing Metropolitan to spend up to BGN 2,800,000 to optimize the fuel process in the depot in the district. Peel. The decision was voted on after heavy discussions and serious revision of the report.
He emphasizes that the Democratic Bulgaria Group supported this decision only because it involves an investment in a photovoltaic installation and because the Director of the Metropolitan, Mr Bratoev, clearly stated in the hall that for the second part – introducing hydrogen into the fuel process, there will first be a thorough analysis.
Then it will go through a pilot deployment to only one of the gas boilers, and only after the technology is proven safe and economical will it begin deployment for the other boilers.
Dimitrov asserted that this is entirely in violation of Mr Bratoev’s poetic commitment and contradicts what they have been fighting for within the committees and at the session of the Metropolitan Municipal Council.
The member of DA Bulgaria mentioned that his speech was also recorded in the protocol of the meeting of the Metropolitan Municipal Council. Then they were pleasantly surprised to see that in the public procurement announced on 22.02 by Metropolitan, the separate position for hydrogen electrolyzers is for all gas boilers, with an expected value of up to BGN 1,050,000.
Boiko Dimitrov also complained that the Technical Specification lacks requirements to achieve fuel economy as a result of the implementation of this system to add a hydrogen-oxygen mixture to the fuel process.
He outlined that this way, there is no possibility of a claim to the potential contractor in case the system does not work effectively. And it’s quite possible to buy and pay for equipment that doesn’t lead to expected energy savings.
Therefore, yesterday, On March 16, Dimitrov turned to Mr Bratoev, demanding to do what is necessary to terminate this particular position on public procurement before the deadline for submission of tenders – March 31.
He explained that next, he will call on the entire GERB-SDS group to do everything they can to stop this unnecessary spending of municipal funds.
