
Starting June 17, Bulgarians can upgrade to a new version of their national identity card, featuring an embedded chip and biometric data, including two fingerprints and a photograph.

Despite the introduction of the new cards, replacing the existing ones is not mandatory. Current identity cards issued before June 17, 2024, will remain valid until August 2, 2031, or until their expiration date if it comes earlier.

Applications for the new identity documents will be processed at all “Bulgarian personal documents” units across the country. The processing time for these applications remains unchanged, offering ordinary service (up to 30 days), fast service (up to 3 days), and express service (completed within 8 working hours).
Those opting for the express service must collect their document in person or through an authorized representative in Sofia.
Several provisions regarding the issuance of identity cards have been updated. Individuals aged 14 to 16 can still receive a free ID card valid for four years. However, the issuance of permanent identity cards to those aged 58 and above has been discontinued.
For adults aged 18 to 70, the validity period for the new identity cards will be ten years. Citizens over 70 can choose between a ten or thirty-year validity, with the document provided free of charge.
Fee adjustments for obtaining the new documents have also been approved and are set to take effect from the beginning of 2025. Until the end of 2024, the current tariffs will remain unchanged for all types of services.
Special provisions apply to individuals with reduced working capacity or disabilities, with fees adjusted based on the type and degree of disability.
Furthermore, the government will maintain simplified and expedited services for obtaining residence cards for family members of EU citizens, with the current fees remaining unchanged until the end of the year. Fee adjustments for these services will come into effect from the beginning of the following year.
